No, it's plagiarism. If an employer is caught, you might simply throw the cover letter and resume here, because if someone too lazy to write letters and willing to work other than their own, then that person for the job?
In a way I have done and not feel guilty. I have not lied about the specific benefits, organizations, etc., were possibly at the sample letter. Basic talk like "Thank you for your time and consideration" is simply a crutch for those of us who have no knowledge in written form.
